Note:  After this amendment, the proposition would read as follows –

THE STATES are asked to decide whether they are of opinion

in accordance with Article 18(2)(e) of the States of Jersey Law 2005, to approve the statement of the Common Strategic Policy of the Council of Ministers as set out in the report accompanying this Proposition, except that on page 5, under Priority 5, in the column entitled Island Outcomes', after the words "Jobs and Productivity Growth", there should be inserted the words "Learn and Grow", and on page 11, after Action 5.2, there should be inserted the following –

"5.3 Publish annually, from 2027, Island-wide outcomes data for all schools, including fee-paying and grant-aided schools, as multi-year trends alongside attendance, pupil mobility, NEET (not in education, employment or training) and home-education figures, to direct support where it is needed".

REPORT

This amendment gives the outcomes of children in Jersey's schools a place in the Council of Ministers' priorities, at no additional cost.

A gap in the Government's own framework.

The proposed CSP says Ministers reviewed the Island Outcome Indicators in developing it, and will use them to monitor progress. The Future Jersey outcome 'Learn and Grow' stresses that children and young people should be ready for, and succeed in, school. Yet none of the eleven proposed priorities maps to 'Learn and Grow'. Priority 5 maps only to 'Jobs and Productivity Growth', and its actions cover apprenticeships and the further and higher education campus. School outcomes are left without an owner at Council level.

Delivering the Minister's own commitment.

The Minister for Education and Li felong Learning has committed to publishing exam results  for  all  schools  across  the  Island  by  2027. This  amendment makes  that a commitment of the whole Council and sets the standard for how the data is presented: as multi-year trends, because in small schools one pupil can swing a single year's figures, and alongside the wider indicators that tell us how children are doing.

• Children who fall out of view.

Pupils who leave a school mid-year, young people who are NEET, and children taken into home education are the children the system is least able to see. Publishing these numbers is the first step to asking why, and to directing support where it is needed.

• Island-wide , like for like.

Benchmarks  must  cover  all schools,  including  fee-paying  and  grant-aided schools. The Assembly cannot judge value for money, and parents cannot make informed choices, if part of the system is measured and part is not.

• Support, not league tables.

The purpose is to direct support to schools and children, not to rank schools. The data should be developed with headteachers and parents and read alongside qualitative evidence from school reviews.

Consistent with a leaner Government.

Priority 11 commits the Council to simplifying organisational structures and removing unnecessary management layers.  Directing existing departmental capacity towards knowing whether children are doing well is consistent with that commitment and is the subject of a separate amendment to the Proposed Budget 2027–2030.

Financial and staffing implications

There are no direct financial or staffing implications arising from this amendment. Action 5.3 builds on the Minister's existing commitment to publish exam results by 2027 and would be delivered within existing departmental resources. Funding for a dedicated

outcomes function is proposed separately in an amendment to the Proposed Budget 2027–2030.
