1)  Name and brief description of the proposed decision

Decision' means:

• an Assembly proposition

• an amendment (or further amendment) to a proposition

• for Ministerial duty-bearers, policy under development

This amendment to the Common Strategic Policy 2026-2030 seeks to remove the inclusion of a new St. Helier Campus from the CSP.

2)  Which groups of children and young people are likely to be affected?

Groups of children could include early years, primary or secondary education; young adults; children with additional learning needs; disabled children; children living in poverty; children from particular ethnic backgrounds; migrants; refugees; care experienced children and LGBTQ+ children

Children and Young People in Higher Education, currently accessed through Highlands college.

3)  What is the likely impact of the proposed decision on children and on their

rights?

Impacts may be positive or negative, direct or indirect

Include whether different groups of children will be affected differently by the decision

The impacts of the proposed amendment are indirect as the CSP sets out policy direction rather than formal decisions. It could be considered that the students affected would be impacted negatively as the current wording seeks new facilities. However the amendment does not seek to cancel the proposal, but to ensure that any decisions are made based upon a full and well scoped business case. This work needs to be undertaken first in order to avoid leaving students and staff in a limbo - the Assembly has not agreed a strategy or plan for higher and further education that can be mapped to the proposal for this campus. It has also not seen a business case for siting a new campus in the heart of St. Helier '.

4)  Is a full Children's Rights Impact Assessment required?

If you have identified impacts on children and their rights, a full CRIA should be completed. If no impacts are identified then a Full CRIA is not required, but please explain your rationale and how you reached this conclusion

No, this amendment seeks to postpone a decision rather than entering into it prematurely.

The business case for new facilities will require a full CRIA.
