COMMON STRATEGIC POLICY 2026-2030 (P.75/2026): TWENTY- THIRD AMENDMENT (P.75/2026 AMD.(23))
____________
1 PAGE 2 –
After the words "report accompanying this Proposition" insert the words –
", except that on page 18 of the report, after the words "such as Les Quennevais in St Brelade.", there should be inserted the following new paragraph –
"We will strengthen the protection of our countryside, coastline, marine environment and biodiversity through closer, mutually supportive working with the stewards of those areas, including through implementation of the Rural and Marine Support Schemes and the Marine Spatial Plan. The delivery of a fit-for- purpose Biodiversity Strategy, underpinned by a State of Nature Report, will help recognise the economic value of nature and reinforce that expenditure in this area is an investment rather than a cost. We will support the resilience of the rural and marine economies, champion the consumption of local produce, promote improved use of public land, encourage volunteering initiatives, and foster meaningful collaboration with our local community."".
MINISTER FOR THE ENVIRONMENT, AGRICULTURE AND FISHERIES
Note: After this amendment, the proposition would read as follows –
THE STATES are asked to decide whether they are of opinion
in accordance with Article 18(2)(e) of the States of Jersey Law 2005, to approve the statement of the Common Strategic Policy of the Council of Ministers as set out in the report accompanying this Proposition, except that on page 18 of the report, after the words "such as Les Quennevais in St Brelade.", there should be inserted the following new paragraph –

REPORT
Following constructive discussions with the Environment, Housing and Infrastructure Panel, the Minister for Environment, Agriculture and Fisher ies/ Council of Ministers is/are proposing to add the suggested supporting narrative to section 9.3 of the Common Strategic Policy.
The amendment is intended to provide additional context and clarity on how the objective will be delivered in practice, better articulating the intended outcomes and the mechanisms through which they will be achieved.
The proposed text also reinforces the importance of this work in protecting and enhancing Jersey's natural environment, ensuring the Island remains resilient, sustainable and well placed to meet future environmental challenges.
Financial and staffing implications None.
Children's Rights Impact Assessment
I consider that this amendment has no direct or indirect impact on children and that the duty to have due regard to the UN Convention on the Rights of the Child does not arise. Accordingly, a Children's Rights Impact Assessment is not required under the Children (Convention Rights) (Jersey) Law 2022.
