Submissions have been made to you by Brian Coutanche and others which I consider to be of the utmost importance.

I was a signatory to the 2004 submission which urged a realistic reappraisal of the Jersey commitment.

Unless a jurisdiction such as ours can, at last reach the 0.7% of GNI, despite all the prevaricating excuses, then it is a scandal and we will attract the criticism we deserve.
