The idea of user pays policing on the basis of it being a profit generating business is fundamentally flawed. Any increase in costs are passed on in ticket prices to the people attending the event, the majority of whom will have paid their taxes and should be entitled to police protection, be it at a profit generating event or out in town. What next will pubs and nightclubs have to pay for policing as well.

Absolutely ridiculous, and Wendy Kinnard not bringing this before the States when it was clearly stated to do so on any future user pays policy for policing is patently unjust and she should be brought to account accordingly.
