The States need to be far more careful how they issue housing licences. For example, the meteorological department has had 4 licences issued in the past 2 years. It has never had or needed licences in the past, but through bad management and no planning, has increased Jersey's population by 4 households. In the past, all staff were local, and trained for the job. This has also resulted in the loss of four graduate jobs, and a kick in the teeth for local education. If this happens in a department of 13 staff, how many are there if you transfer this number across the States.
