REPORT

The Council of Ministers wishes to retain in the Common Strategic Policy reference to the delivery of a new campus for Further and Higher Education.

However, Ministers appreciate that Members may wish to see the feasibility work at a more advanced stage before establishing a direction on the location, and that a new campus should be part of a wider set of strategic decisions.

Accordingly, this Amendment to the Amendment restores delivery of a new campus as a  strategic  priority,  while  excluding  references  to  a  specific  location  and  to redevelopment opportunities.

While Ministers continue to see considerable merit in a new campus in a central location, these are matters than can be readily decided upon completion of the feasibility work.

Financial and staffing implications

There are no immediate financial or staffing implications arising from this amendment beyond those already provided for within the approved feasibility budget. The feasibility work can continue as planned without reference to any particular location, enabling future decisions to be based on robust evidence and options appraisal.

Children's Rights Impact Assessment

The Council of Ministers consider that this amendment has no direct or indirect impact on children and that the duty to have due regard to the UN Convention on the Rights of the Child does not arise. Accordingly, a Children's Rights Impact Assessment is not required under the Children (Convention Rights) (Jersey) Law 2022.
