REPORT

The  Council  of  Ministers'  Common  Strategic  Policy  2026  highlights  the  need  to continue improving health services, which is priority number 8. It agrees that informal care plays a vital role within our community, and that supporting family and friends with care needs enables people to remain in their own home and participate in family life. The principle of the Amendment is therefore welcomed.

This Amendment seeks to build on the Deputy 's wording by stressing the need to maintain  as  well  as  improve  services,  and  by  making  specific  reference  to  the "Ministerial Review of Support for Unpaid Carers and People with Care Needs" (R.15/2026) which documents the actions that have been taken in 2026 to provide additional support to families that have informal carers and provides the latest starting point.

The report confirms that more flexible financial support is available through the Long- Term Care benefit, and extra practical support is provided through a new dedicated resource within Employment, Social Security, and Housing Department. It notes that information  has  been  improved,  and  there  are  now  additional  contacts  through community events such as Connect Me.

Many individuals and families also receive invaluable support from the charitable and voluntary  sector,  and  Ministers  acknowledge  the  importance  of  this  in  providing services.

Ministers will continue to work with carers groups to identify and support the needs of unpaid carers. The situation will be kept under review and the need for additional funding will be considered alongside all other areas in the health and care sector.

The Council of Ministers therefore recommends the proposed amendments. Financial and staffing implications

As with any other new or enhanced service, any additional support or service that requires new funding will be considered in light of and balanced with other funding pressures in the health and care sector.

Children's Rights Impact Assessment

The Council of Ministers considers that this amendment has no direct or indirect impact on children and that the duty to have due regard to the UN Convention on the Rights of the Child does not arise. Accordingly, a Children's Rights Impact Assessment is not required under the Children (Convention Rights) (Jersey) Law 2022.
