REPORT
This Council of Ministers is committed to supporting the charitable sector, and welcomes Deputy Jeune's amendment which ensures this commitment is made visible within the Common Strategic Policy.
Specific responsibility has been delegated to Senator Miles, as Assistant Chief Minister, for strengthening coordination and engagement with the sector.
As part of this, there will be a particular focus on building trust and confidence in the Government across the third sector; recognising and championing the invaluable role charities play in building a strong community.
The Assistant Chief Minister has been engaging with charities across the sector to understand their perspective and challenges first-hand and will continue to do so.
It is clear that the Government must listen to charities about what they need to thrive, rather than seek to be overly directive.
This relatively minor amendment refines the approach taken by the proposer to both make it more concise and focused, and to better align with the approach the Government intends to take with charities across the next four years.
This includes making the narrative on page 14 less prescriptive, and better capturing the importance of investing in early intervention alongside other community building and island resilience priorities.
Deputy Jeune's amendments in relation to improvements to commissioning processes and multi-year funding agreements are maintained and supported by the Council of Ministers.
Ministers recognise that our charitable partners play a vital role in supporting a strong and resilient island community, and commit to delivering on the improvements set out within this amendment as part of an overall ambition to see the third sector thrive.
Financial and staffing implications
No new financial or staffing implications. Children's Rights Impact Assessment
I consider that this amendment has no direct or indirect impact on children and that the duty to have due regard to the UN Convention on the Rights of the Child does not arise. Accordingly, a Children's Rights Impact Assessment is not required under the Children (Convention Rights) (Jersey) Law 2022 .
