COMMENTS

The Council of Ministers recognises the important role that home ownership can play in supporting economic wellbeing and social mobility. Ministers consider that these objectives are already reflected within the Common Strategic Policy.

In action 6.1 the Common Strategic Policy includes a clear commitment to providing more homes to Islanders through increased housing supply and support Islanders into home ownership through assisted purchase schemes. This is linked to the overall focus on affordability which will facilitate more access to housing.

The Council of Ministers does not consider that a separate strategic priority for home ownership is required.

While the amendment seeks to increase home ownership, it does not propose any specific  new  policy  measures  or  actions  beyond  those  already  capable  of  being progressed through the coordinated actions set out in the CSP.

Ministers agree that increasing opportunities for home ownership requires action across a range of areas, including housing supply, affordability, infrastructure, skills and economic growth. These issues are better addressed through the existing commitments within the Common Strategic Policy than through the creation of a separate strategic priority focused solely on home ownership.

However, Amendment 18, which has been lodged by the Environment, Housing and Infrastructure Scrutiny Panel, recognises Islanders' aspirations for home ownership alongside  wider  housing  needs  and  the  requirement  for  supporting  infrastructure. Ministers consider that this provides a fuller view of the range of factors that influence access to housing.

For these reasons, Ministers ask members to reject the amendment,
