COMMENTS
The Council of Ministers recognises the importance of delivering a just transition to net zero and accept the Amendment as a reflection of the existing commitments within Jersey's climate policy framework.
The Carbon Neutral Strategy and Carbon Neutral Roadmap includes a requirement to consider Islanders on lower incomes and those employed in carbon-intensive industries, as well as future generations. Principle 5 of the Strategy seeks to ensure that the transition does not increase income inequality overall.
By way of illustration, the Climate Emergency Fund is already providing enhanced support for lower-income households to transition to low-carbon technology through higher levels of grant funding for the replacement of fossil fuel heating systems. Longer- term work is also under way to support the development of green skills in sectors such as heating and vehicle maintenance, helping workers and industries adapt as the economy decarbonises.
The Government will continue to take appropriate actions and ensure that support is put in place. This balanced approach will continue to guide the Island's transition to net zero.
