COMMENTS
The Council of Ministers accepts the amendment that would require the Minister Health and Social Services to produce a roadmap for delivering preventative health outcomes through a phased, evidence-led, whole-system approach. There is a strong case for investing in prevention based on the increasing rates of ageing, chronic disease and poor health in Jersey, coupled with the compounding evidence that 40-80% of most common disease for example cancer and Type II diabetes can be prevented.
Furthermore, although treating illness consumes more than £9 out of every £10 spent on health, healthcare services only account for about 30% of what keeps us well. Most of what makes us healthy comes down to the wider determinants of health which includes money and resources, good housing, work, education and skills, access to good food, transport, the quality of our surroundings and our friends, family and communities. In this sense, prevention is the business of all Ministers.
The Minister Health and Social Services therefore welcomes the opportunity to consult with the Wider Determinants of Health Ministerial Group in developing the roadmap to ensure that Government takes a whole system approach to keeping people healthy and happy and that each intervention is evidence-based, achievable (through taking a phased approach) and reflects on the wider determinants of health through considering the impact and responsibility of other departments and Ministers. In addition, the intended benefits of amendment (P.70/2025 (Amd.(8)) will be considered within the scope of this prevention roadmap.
