COMMENTS
The Council of Ministers is pleased to accept this amendment.
The intention is to meet all legislative recommendations of the Taskforce on Violence Against Women and Girls within the term of this Assembly. This will consist of-
• Amendments to the Domestic Abuse Law to provide for emergency barring orders
• Amendments to the Sexual Offences Law to better address offences concerning intimate images
• Amendments to the Public Order Law to address public sexual harassment
• A new Stalking and Harassment Law
• A law to address non-fatal strangulation as a distinct offence
Those propositions will contain as much information as possible on the resource implications of operating the legislation, although we recognise that a degree of estimation may be necessary to make those calculations in advance. Where specific costs are not predictable, a narrative describing the implications of approval will be provided.
The Council of Ministers considers that this will meet the first requirement of the amendment – to identify the estimated expenditure (as far as possible) in advance of April 2026.
The second requirement, a progress report of Recommendations implemented up to 1st May 2026, will be met in principle by the planned publication of the Annual Progress Report itself.
There will be a very minor deviation from the amended text as the estimated costs will be published in advance of the progress of recommendations not strictly alongside' them, and the report on progress is likely to be earlier than May 1 2026, but the spirit of the amendment can be met in all material respects.
This is a welcome opportunity to demonstrate the significant progress that this Government has made towards implementing the Taskforce recommendations, and the Council of Ministers is grateful to the Connétable of St Martin for highlighting this.
