COMMENTS

The Council of Ministers accept the amendment as lodged.

During 2026, the Minister for Health and Social Services will introduce the Did not attend' fee after a period of advanced public communications and subject to the roll out of a new patient appointment system that allows patients to directly manage their own appointments.

The Minister will not, however, introduce the proposed new Emergency Department fee until detailed, evidence-based proposals have been presented to, and approved by, the States Assembly. Those proposals will set out how HCJ will ensure that free access for genuine emergencies is not compromised, and how the safety and wellbeing of staff is protected.
