COMMENTS

The  Council  of  Ministers  recognises  the  importance  of  appropriate  scrutiny  and Assembly approval, including for the Investing In Jersey programme. However, this amendment is not supported for the following reasons.

States Members will have the opportunity to consider these matters as part of the approval of Budget 2027-2030, and subsequent Budgets. Ministers therefore ask States Members to reject this Amendment.

The Common Strategic Policy is a statutory requirement. It serves as the strategic framework for the Council of Ministers' term of office, setting out the Government's priorities and direction of travel. In relation to the Investing In Jersey programme, this includes a strategic commitment to improving and renewing the Island's infrastructure. The  Budget  performs  a  different  function,  establishing  the  Government's  overall financial position and detailed spending plans, including in relation to Investing in Jersey projects.

Together with the wider scrutiny powers and Ministers' ongoing accountability to the States Assembly, these arrangements provide effective oversight of the Investing In Jersey programme and its implementation.

This  amendment  would  therefore  duplicate,  rather  than  strengthen,  existing arrangements for States Assembly oversight. Indeed, it would mean capital investment decisions were taken in advance and isolation of the wider set of fiscal decisions in the Budget.

Furthermore, the Investing In Jersey programme is not a single project or proposition capable of being approved or rejected through a one-off debate. Rather, it is a long-term strategic framework intended to guide investment decisions over many years. Individual projects arising from that framework will continue to be subject to the established approval processes.

For these reasons, the Council of Ministers does not support this amendment.
