COMMENTS
The Council of Ministers does not support this amendment for the reasons set out below.
The Common Strategic Policy supports young Islanders wishing to return to Jersey. It commits to deliver more homes and to help Islanders into home ownership; to supporting a strong economy, employment opportunities and apprenticeships; and other measures that make Jersey a more attractive place, including sports and leisure facilities and other infrastructure.
In addition, substantial work is already taking place across the Government in this regard, including communicating with students regularly during their higher education studies off Island to provide ongoing notification of job opportunities, relevant training and networking events. They also promote a wide range of Internships, work experience and student opportunities to undergraduates and graduates.
This work is led by Skills Jersey, which also distributes a newsletter that includes updates direct from industry connections in Jersey and represents approximately 1,000 employers.
Skills Jersey also offers one-to-one careers advice, both in person and remotely online, and longer-term mentoring for students undertaking higher education qualifications.
In addition, External Relations actively engages with the Jersey diaspora through the Jersey Connections initiative, which is being expanded and developed. This maintains links with Islanders overseas, promotes professional and social networks, and supports opportunities for Islanders to remain connected with Jersey and its community. Jersey Connections issues a regular update to its networks regarding on developments in Jersey, opportunities to engage with Island life, and information that is relevant or may be of interest to Islanders living abroad.
Ministers are already committed to enhancing and improving the effectiveness of all these avenues to continue raising awareness of the opportunities available in Jersey.
Ministers are also mindful that young people often chose to return to the Island later in life, after having gained valuable experience elsewhere earlier in their careers.
The Common Strategic Policy takes steps to ensure Jersey a more attractive, prosperous and vibrant place in which to live, presenting young Islanders with a positive choice. Ministers believe that this, rather than a standalone strategy, is the key to attracting Islanders of all ages to come back to the Island.
For these reasons, the Council of Ministers asks States Members to reject this amendment.
