COMMENTS
The Council of Ministers does not support this Amendment.
As noted by the proposer: "The Minister for Education and Lifelong Learning has committed to publishing exam results for all schools across the Island by 2027."
The new Minister for Education and Lifelong Learning and the Assistant Minister strongly support increased openness and the principle of ensuring that Islanders have access to high-quality, reliable information about educational outcomes and school performance. Progress has already been made, recognising that transparency and accountability are important features of an effective education system.
The Department has adopted an Education Data Publication Policy, recently approved by the Minister for Education and Lifelong Learning, which provides a framework for the regular publication of educational data and information. This includes island-wide reporting on:
• Schools, pupils and their characteristics which includes numbers of Electively Home Educated pupils
• Attendance and absence (by the end of 2026 – see below)
• Educational attainment (by the end of 2026 – see below)
These will be supplemented by detailed school level reports for mainstream Government secondary schools in 2026 and primary schools in 2027.
Educational attainment alone does not provide a complete picture of school effectiveness. For this reason, attainment data is considered alongside broader contextual information and findings from Jersey School Reviews.
The Minister is committed to continuing to enhance the information available to Islanders, and the Amendment itself is therefore overly prescriptive in this regard.
Enhancements will include the development of destination tracking at a school level from 2027, providing greater insight into progression into further education, higher education, employment and training. This data will be published when the Minister is assured that it is robust and reliable.
The amendment also proposes publication requirements that extend beyond Government schools. Implementing such requirements would necessitate amendments to existing grant agreements with grant-aided schools to ensure that the collection, use and publication of relevant data are explicitly permitted. The Minister is committed to progressing discussions to achieve this aim.
In conclusion, the objectives of this amendment are largely already being delivered through work that is under way and agreed within the Department, which will deliver improvement in 2026 and beyond. Members are therefore asked to reject the amendment.
